Overview
The Next-generation Korea ON-line E-Procurement System (KONEPS) Project, originally launched in 2002, is being completely rebuilt using the latest digital technologies such as AI, big data, and cloud computing.
This project also aims to integrate 25 separate e-procurement systems, currently operated by individual public institutions, into KONEPS, an integrated public procurement portal. Approximately KRW 100 billion has been invested over about three and a half years, from June 2021 to March 2025.
The Next-Generation KONEPS seeks to provide integrated, proactive, and customized services from the end-user perspective and set a new standard in procurement administration.
Changes in the Next-Generation KONEPS
- ① The Next-Generation KONEPS will evolve into a procurement platform that enhances security and stability through a cloud-based architecture and equipment redundancy, while strengthening performance, user convenience, and supplier-centered services based on advanced digital technologies.
- Cloud-based Structure Platform : During periods of high server load, the cloud server automatically allocates idle resources to the relevant tasks, eliminating the need to expand physical infrastructure.
- Equipment Redundancy : Core computing equipment is triple- or quadruple-redundant to ensure uninterrupted service, and Real-time monitoring is conducted 24/7 by the National Information Resources Service.
- Enhanced Security : Security programs have been reinforced, including cloud security, keypad security, and DB encryption, along with rigorous system stability tests using simulated hacking and other tools.
- ② The Next-Generation KONEPS also eases operational burden on suppliers by introducing diverse authentication methods, providing the mini-shop, and offering an online automated guarantee application service.
- Introduction of Diverse Authentication Methods : The fingerprint security token authentication method, which previously required an in-person visit to PPS to register fingerprints, has been discontinued, and various authentication methods, such as simple authentication and personal digital certificates, have been introduced.
- Mini-Shop Feature : Dedicated online spaces where suppliers can promote their products and branding → expands public procurement market access for suppliers.
- Online Automated Guarantee Application Service : All guarantee applications required for procurement contracts are processed online through KONEPS, reducing administrative waste and minimizing errors caused by user mistakes.
