The PPS Excellent Product Designation System The PPS Excellent Product Designation System was introduced in 1996 to improve the quality of procured goods. Under this system, products manufactured by small and medium-sized enterprises (SMEs) or early-stage medium-sized enterprises that demonstrate outstanding technology and quality are comprehensively evaluated and designated as excellent products. Once designated, such products may be supplied to public institutions after contracts are concluded in accordance with the Act on Contracts to Which the State is a Party and related regulations. Foundation for Operation The Excellent Product Designation System is operated pursuant to Article 26 of the Government Procurement Act and Article 30 of its Enforcement Decree. Conditions for Designation of Excellent Products The designation targets goods and software produced by small and medium-sized enterprises (SMEs) or early-stage medium-sized enterprises. Applied products must be covered by patents or utility models, or otherwise demonstrate verified technological competence, such as innovative products. Companies are required to submit documentation proving the quality of the applied products. The evaluation is conducted in two stages: the first stage assesses the excellence of the product’s technology and quality, and the second stage comprehensively evaluates its suitability as procured goods or its appropriateness as excellent products. Designation Period of Excellent Products The designation period of excellent products is three years and may be extended for up to three years. |
